Gan Pampols bids farewell to Mazón, handing over the "political direction" of the disasters to the president of the Generalitat.

"Have a love of responsibility and the determination to resolve." Francisco José Gan Pampols chose to include this phrase, taken from the Cadet Decalogue of the General Military Academy , in one of his final contributions to the Valencian government, which he will step down from on November 4th, as he himself announced. The retired lieutenant general, whom Carlos Mazón tasked with leading the reconstruction effort as second vice president of the Generalitat, thus leaves his signature on the new Master Plan for Analysis, Anticipation, and Reaction to Natural Disasters .
The 126-page document, recently approved by the Mazón administration, is one of the pillars of the so-called Endavant Plan, which outlines the basic steps Valencia's recovery should take after the disaster. The Cadet Decalogue begins with the chapter dedicated to the organizational structure that should govern the Valencian Community from now on in the event of an emergency.
What's striking is that Gan Pampols's new master plan grants the "political direction" of the emergency to the president of the Generalitat (Catalan government) for the first time. This is a significant aspect, considering that Mazón has always justified his late arrival at Cecopi on the day of the Dana (a protest) by arguing that, on paper, he is not part of the body managing the emergency.
Along these lines, the president has maintained that he has no jurisdiction over emergency management, a task that on that October 29th fell to former councilor Salomé Pradas . In fact, the Catarroja judge investigating the tragedy, Nuria Ruiz Tobarra , has charged her along with her then deputy because she attributes to her the "sole command" of the emergency.
As described in the master plan for the new governance model, the objective is to determine "the governance mechanisms for managing an emergency, establishing the decision-making process, the coordination between the bodies involved, and the interaction between the different levels of responsibility."
The pyramid of responsibilities outlined in the document places the so-called "delegated commission for crisis monitoring and management" at the top. The plan makes it clear that this is the "political body" through which the Consell "may monitor the management of the emergency." Therefore, it includes the president of the Generalitat, the vice-presidents, the heads of all the ministries involved in the emergency, and the member of the Consell whose duties include secretary.
Its functions also leave no room for doubt: from "determining the guidelines for government action aimed at monitoring and managing the crisis" to "planning and developing the policies necessary to resolve the crisis." Furthermore, it is also important for this political body to "adopt general provisions related to crisis management and its effects."
Below the political leadership would be the operational leadership, i.e., the Cecopi, defined as "the highest working body of the Plan Director for the direction and coordination of all actions aimed at controlling the emergency situation." In the meeting of October 29, 2024, Salomé Pradas was responsible for convening the Cecopi meeting.
Gan Pampols' document also specifies that the government delegate or subdelegate is part of Cecopi. This was seen in the 2024 DANA, as delegate Pilar Bernabé participated in that controversial Cecopi. However, while the Generalitat asserted that she was co-director of this body, the judge dismissed this argument. Cecopi's functions include receiving notifications and advising the plan director "in decision-making."
